As a former chief executive officer of the airlines, Tony Goulburn has a unique understanding of why many of Australia's most famous passenger jets don't reach their destination, a Sydney tribunal has concluded.

At the end of September, the Queensland Court of Appeal heard Mr Goulburn was paid more than $1m in compensation from the airline despite telling passengers that he had decided against flying and was instead going to meet with the Federal Government.

At his former office at an airport, Mr Goulburn said this was because he did not believe the Federal Government had the capacity to deal with the current economic climate and said many passengers still wanted to fly and would not budge from their destinations.

"At the end of September, Mr Goulburn said he would give the Federal Government a meeting in the hope of reaching an agreement to resolve the issue of a shortage of aircraft," court documents showed.

"At the time, he said he was aware of about 400 complaints, of which 150 were for the Qantas flights to Melbourne."

Judge James Ellingham said Mr Goulburn's personal opinion was the best way to deal with the problems faced by passengers.

"Mr Goulburn was aware at that time that many people in Australia had strong feelings about the need for an air passenger service that does not leave them waiting, and was likely to take this to an extremely personal level, and had considerable expectations of this in terms of his actions," he said.

However, Federal Transport Minister Darren Chester said that his department was in close contact with Mr Goulburn and other Qantas executives to offer support and advice.

"Our government has been very clear that we will be supporting Mr Goulburn and his efforts to resolve the crisis," he said.

"I want to stress that these discussions take place behind closed doors. Mr Goulburn is not speaking to the press."

During the hearing, a Qantas CEO claimed he was on board with a plane that was due to take off but ended up making an emergency landing in Perth.

As the plane made its last approach, a group of protesters formed on the tarmac.

The Federal Opposition is concerned about the "black helicopters" which Mr Goulburn said had a very negative impact on the people he met.

"If anyone knows about those flights to Melbourne then please contact the Department of Foreign Affairs and Trade," Opposition spokesman Martin Pakula said.

"And they might help him [Tony Goulburn] explain the policy changes he is proposing to address this situation."
